Before you make conclusions have you considered your characters speed and the enemy speed? If they are faster they go before you, if you bring slower characters why do you expect them to go first? Going first is an advantage as you can eliminate targets before they can move, that is why you want to give them speed. I've yet to complete level 3 quests with a full team of level 4 characters because I get no turns to do anything! They do not.
